Abstract

This book discusses various dimensions of Indian fiscal federalism, focusing on the current fiscal imbalances – both vertical and horizontal – and their correction. Throwing light on different angles of this subject, it presents well-researched papers, which are divided into three sections. The first section, ‘Fiscal federalism and resolving the fiscal imbalances’, includes five chapters that discuss this theme and also explain the various strategies to remove the existing imbalances in India. ‘Fiscal decentralization for high growth’ which is the second section, explains how decentralisation leads to high economic growth and showcases empirical evidence from a few Indian states that are flourishing due to this policy. The third section, ‘Emerging issues’ offers six chapters describing several existing key concerns in fiscal federalism that have a major impact on achieving India’s development goals. Abstract

The 2013-14 edition of How Ottawa Spends critically examines national politics, priorities, and policies with a close lens on Stephen Harper's Conservative party during the middle of their first term as a majority. Contributors from across Canada examine the federal government and its not uncommon mid-term problems but also its considerable agenda of long term plans, both set in the midst of national economic fragility and a global fiscal and debt crisis. Individual chapters examine several related political, policy, and spending realms including the Budget Action Plan, the ten year Canada Health Transfer Plan, the Canada Pension Plan, and Old Age Security reforms. The contributors also consider austerity related public sector downsizing and strategic spending reviews, national energy, and related environmental strategies, and the growing Harper practice of "one-off" federalism.

Abstract

This book studies the strategic policy interactions in a monetary union. The leading protagonists are the European Central Bank and national governments. The target of the ECB is low inflation in Europe. The targets of a national government are low unemployment and a low structural deficit. There are demand shocks, supply shocks, and mixed shocks. There are country-specific shocks and common shocks. This book develops a series of basic, intermediate, and more advanced models. Here the focus is on the Nash equilibrium. The key questions are: Given a shock, can policy interactions reduce the existing loss? And to what extent can they do so? Another topical issue is policy cooperation. To illustrate all of this there are a lot of numerical examples. .

Abstract

The unprecedented rise and persistence of large-scale budget deficits in many developed and developing nations during the past three decades has caused great concern. The widespread presence of such deficits has proved difficult to explain. Their emergence in otherwise diverse nations defies particularistic explanations aimed at internal economic developments within a specific country. Fiscal Institutions and Fiscal Performance shifts emphasis away from narrow economic factors to more broadly defined political and institutional factors that affect government policy and national debt. This collection brings together new theoretical models, empirical evidence, and a series of in-depth case studies to analyze the effect of political institutions, fiscal regulations, and policy decisions on accumulating deficits. Abstract

As Europe proceeds towards economic and monetary union, fiscal convergence and the prospect of a common money are at the centre of discussion. This volume from the Centre for Economic Policy Research brings together theoretical, applied and historical research on the management of public debt and its implications for financial stability. Gale fills a gap in the literature, using a consistent framework to investigate the welfare economics of public debt, while Calvo and Guidotti analyse the trade-off between indexation and maturity when it comes to minimizing debt service. Confidence crises have become relevant again in view of the high debt ratios in countries such as Belgium, Italy and Ireland. Alesina, Prati and Tabellini develop a formal model of the propagation of a debt run and use it to interpret Italian debt panics. Giavazzi and Pagano concentrate on how inappropriate debt management can precipitate a run on the currency while Makinen and Woodward review a broad sweep of historical experience.
